Answer

To use ArcGIS Software via a Texas A&M License, you have to be connected to Texas A&M Wifi or the Texas A&M VPN. To install the Texas A&M VPN, please go to this link and read the directions below. https://it.tamu.edu/services/network-and-internet-access/virtual-private-networks/virtual-private-network-vpn/ 

For the install, sign in using your school NETID and Password, allow the install to run and accept license agreements. When finished open the "Cisco Any Connect Secure Mobility Client App" in your windows tab, and where it says VPN: "Ready to connect" insert the following: connect.tamu.edu This will then prompt you to a screen that asks for username and password, for this you will simply use you TAMU NetID and password while verifying everything through your DUO mobile app. Once this is completed you should be able to open your ArcGIS software from anywhere off campus.
